Terminals are managed and viewed separately from selling on them, so the person on the till does not also hold the keys to reconfigure it.
Hold a cashier accountable for a register and drawer
A register and its drawer belong to a person for a shift. That is the mechanism by which a shortfall has a name against it, so do not share a register between people to save setting up a second one.
Reconcile against Orders and Inventory
Counter sales are ordinary orders and ordinary stock movements. There is no separate POS stock figure to reconcile to — which is the point, and the reason the counter and the warehouse cannot drift apart.
