Publishing is what makes a form reachable by somebody without an account. Everything published is, by definition, visible to anyone with the link.

Three separate rights over other people’s answers. Deletion especially should sit with one person, not with everyone who can read.

- A form deadline is held in UTC, so it closes at the same instant everywhere rather than at local midnight in each reader’s zone.
